While she is aged (will be 20 next year?) she isn't too old... if she has been maintained well. Everyone is different and you have to look at the individual horse, but I had a foal in 2012 out of my 22 (in 2012) year old mare, and have a few other broodies over time who were older - as well as knowing of mares that are 20 - 25 safely having foals.
But the key thing is that they have been treated well and well maintained. They don't have foals every single year, they are kept up in good condition and are healthy etc. Yes, with age comes risks but then all breeding has risks.
